4 Cheers for the Non-Graduates As Eligibility Norms relaxed for IBPS Clerical Cadre Recruitments

With much of tussle between the HR heads of different nationalized banks, IBPS and Indian Banks Association (IBA), on the recommendations of the Khandelwal Committee, a favorable way-out has been opened, which was revealed recently by Mr. M. Balachandran, Director of Institute of Banking Personnel Selection (IBPS).

According to the resolution passed in the recent meeting of all the decision makers, the norms of IBPS for clerical cadre of recruitment and that for the banks at their respective levels of recruitment will be getting a significant boost in winning the confidence of candidates on the banking recruitment measures. All total 4 basic propaganda has been discussed recently and the outcomes are here in a nutshell.

1.    Acceptance of Non-graduates for IBPS:

There has been much of disappointment among the candidates over the Khandelwal Committee recommendations recently regarding not allowing non-graduates having a valid score card from IBPS to appear for the clerical cadre recruitment through various nationalized banks for this year.

Estimation says roughly 15% of 5.31 lakhs of successful candidates in the IBPS Common Written Examination for Clerical cadre conducted during November 2011 are non-graduates. The disappointment of these candidates has been addressed with a positive bent of mind and Mr. Balachandran revealed that these candidates will be allowed to participate in the recruitment examinations for the current examination cycle. The higher requirement of educational qualification will be relaxed for the current examination cycle and this will be in effect only from the next CWE to be conducted by IBPS.

It has been discussed that the participating banks should offer a uniform standard of educational criteria while mandating IBPS or to adopt the minimum qualification recommendations as instituted by the IBPS.

2.    Reduction of Application Fees:

With another favorable response, it has been decided to go for a relaxation in application fees for the clerical jobs aspirants. Earlier Un-Reserved and OBC category have to pay a sum of Rs.200 and all others under the reserved categories have to pay Rs. 50 for appearing the interview for different designated banks. But with the special recommendation, the banks have decided to reduce these fees to Rs. 100 and Rs.20 respectively, for individual category of applicants.

The fees, as usual, will be non-refundable and could be deposited in the specific branches of the banks during the time of application. This is expected to bring solace to the candidates who were not getting interview calls respite of their application.

3.    Tougher screening measures for toppers:

There were a discussion regarding enhancing the screening limits so as to allow a limited number of candidates to get interview call letters.

This discussion has come in effect after observing that a limited numbers of higher ranked candidates bag multiple interview calls, where as many moderately ranked candidates receive no call at all.

This results in a few candidates getting screened for all the posts and are in a trend of ‘bank-hopping’ while many others remain unscreened and denied of their chance.

Although this situation cannot be avoided 100%, but banks and IBPS are jointly taking steps to implement certain stringent measures in terms of joining flexibility and number of short-listed candidates.

i)             The selected candidates will be offered only three weeks of joining time.

ii)            If the candidate fails to report to the specific bank within these three weeks, the next deserving candidate will be offered the vacant position without any further relaxation.

iii)           The short-listing will be done in a ratio of 1:3 or 1:4 so as to restrict the numbers of waiting candidates

iv)           The banks have been advised to keep an equal number of wait-list of candidates for filling up left-over vacancies with a fresh interview.

4.    Higher interview cut-offs and fine tuning application procedures:

It has been decided by the common discussion that IBPS will lay down selective measures, to define minimum eligibility condition with respect to age, qualification, etc., as prescribed by different banks while inviting applications for future Common Written Examinations.

The induction of higher cut-offs in IBPS CWE scores can result in selection of only deserving candidates for getting due chances in different banks for their clerical vacancies.

These measures as well as frequency of IBPS scores in different state-wise brackets would enable the candidates to take an informed decision regarding applying for the Common Written Examination and individual banking sector vacancies in a judicial manner.

These measures will help in streamlining the selection procedure and ensure selection of only deserving candidates for a career in Indian banking industry. The future is seen bright with all these reformative procedures as instituted jointly by the banks and the IBPS as the nodal agency for staffing and selection.
